CAF respalda plan de integración y desarrollo fronterizo entre Bolivia y Argentina

Insofar as IIRSA is oriented to promoting the flow of goods, people, and resources across national boundaries, projects in the Border Crossings sector can be seen as working hand in hand with multi-modal transport projects. The basic purpose of Border Crossings projects is to modernize the infrastructure, technology, and regulations associated with border crossing stations throughout the continent, with an emphasis on the territories encompassed by the Andean and Southern hubs. So far most of the investment in this sector has been assigned to the “Pasos de Frontera” project in Peru, which currently has a budget of $7.1 billion, and to the project’s complementary works.

In order to define the types of project designs that would be required to improve South America’s border crossings, IIRSA backers commissioned a study entitled The Facilitation of Transport at Border Crossings. This study took a multi-dimensional approach to its topic, taking into consideration economic, legal, logistic, and IT issues that involve road transport. It included the development of a detailed diagnosis of a selected set of border crossings and the analysis of measures for achieving greater operational efficiency. Besides examining the different border crossings, the study also included an analysis of trade flows by road and current and potential conditions of intra-regional trade, existing asymmetries, and the overall situation of physical infrastructure. The study concluded that the region’s main border crossings do not need a lot of new construction to be more efficient, but that they do need physical improvements, as well as upgrades in their operational and administrative systems and norms.
